Governor's Recycling Program

New Hampshire's GRP will develop a software program that helps small, rural communities throughout the United States successfully estimate PAYT rates. Using data that communities already have on hand, the software will allow users to increase or decrease variable parameters and produce various PAYT rate scenarios for a five year time span. GRP will also develop a manual, Web site, and other promotional materials.

Rhode Island Department of Environmental Management

To help increase the number of communities in Rhode Island using PAYT, the state's DEM will run 15 to 20 workshops and one statewide conference promoting this solid waste management strategy. In addition, DEM will hold six focus groups with public officials, solid waste planners, and city residents to discuss PAYT issues and concerns. The state also will launch a media campaign to educate the public on PAYT. Contact:

Frederick County will schedule a series of PAYT workshops in Maryland. The county also will assemble and mail packets of PAYT educational materials to Maryland communities. North Carolina DPPEA

The North Carolina Division of Pollution Prevention and Environmental Assistance (DPPEA) will advance PAYT through technical assistance to 10 qualified communities, an in-depth guidance document to assist other communities in converting to PAYT, a list serve and Web site serving both North and South Carolina, and a document analyzing how PAYT affects communities in the Carolinas and answers questions about PAYT in rural states.

International City/County Management Association

The International City/County Management Association (ICMA) will conduct focus groups and workshops for providing technical assistance to communities who are part of the International Council of Local Environmental Initiatives' (ICLEI) Climate Change Protection campaign (CCP). Participants in this project are required to devise greenhouse gas emission reduction plans. Specifically, ICMA will help communities in the CCP to reduce greenhouse gas emissions from solid waste by planning and implementing pay-as-you-throw programs. In a second aspect of the project, ICMA will teach participants to use ICLEI software to estimate greenhouse gas emission reductions from solid waste management. The emission estimates calculated using the software can then be incorporated into emission reduction plans.

Georgia

Georgia will encourage greater use of PAYT by providing two types of workshops. The first type will include education and implementation information for those communities considering or beginning PAYT. (Two of these workshops are planned.) Louisiana Department of Environmental Quality

The Louisiana Department of Environmental Quality (DEQ) will educate state, parish, and municipal government agencies and the general public on the benefits of PAYT through public displays, presentations, and multiple media sources. Hawaii officials will implement a PAYT program on the island of Hawaii (the "Big Island"). The idea of PAYT will be first introduced to residents through an educational campaign, including press releases, public meetings and workshops. Officials will then prepare a specific structure for a PAYT program on the Big Island, including rate structure design. Final steps will include producing a PAYT planning guide for rural communities.
