            Abstract: UK Trade and Technology Minister Patrick McLoughlin 
            acknowledged that fires in tire dumps are environmental hazards. The 
            minister also believes that tires should be recycled or used for 
            generating energy and not wasted in tire dumps. McLoughlin also 
            reported the establishment of the Elm Energy recycling plant which 
            can generate 25 megawatts of electricity by burning discarded tires.
