Decision Tree for Site-Appropriate P2 and Sustainable Activities

The Toolkit for Enhanced Opportunities for P2 and Sustainable Activities at Remediation Sites (Toolkit) targets 18 options grouped according to three remediation scenarios: remediation only, ongoing or new business operation, and redevelopment or renovation plan. A site can actually involve more than one of the scenarios.

Use this Decision Tree to create a short list of options for your site. Assess additional information in the corresponding Option Detail Sheets to help determine which options to pursue. Use the links within the Decision Tree to access the Detail Sheets. The information will help answer the following questions:

  • Does the aim of the option fit the conditions and plans for the site?
  • Do site-specific circumstances favor implementation of this option?
  • Do case studies indicate a good fit between the option and site plans or suggest resources useful to the development or implementation of the P2 or sustainable activity at the site?
  • Do the referenced regulatory, business and technical resources complement the ability of the voluntary/responsible party or owner to develop or implement a project?
  • In what ways could the remediation staff or other regulatory staff assist?

Decision Tree

#1 If a soil remedy may be necessary, then consider:

#2 If a ground water remedy may be necessary, then consider:

#3 If natural habitat replacement or enhancement at the site or at another location in return for environmental damages at the site should be considered as part of the response action plan, then consider:

#4 If existing buildings or structures must be demolished during implementation of the response action plan, then consider:

#5 If there may be byproducts or feedstocks or unused product as a result of the remedial action, then consider:

#6 If the site does not include an existing or new commercial or industrial operation, either related or unrelated to the contaminant release and site redevelopment or renovation is not planned in the near future, then skip ahead to #20. If the site does not include an existing or new commercial or industrial operation, either related or unrelated to the contaminant release, then skip ahead to #13.

#7 If there has never been an assessment for P2/S opportunities at the commercial or industrial operation at the site or if one was conducted greater than 5 years ago, then consider:

#8 If there are byproducts or feedstocks or unusable raw materials at the site, then consider:

#9 To evaluate changes that may eliminate the need for a regulatory permit or that may streamline permit requirements, consider:

#10 If the operation might benefit from environmental improvements at an existing operation through quality management principles, then consider:

#11 If superior environmental performance (and potential cost savings) might be obtained through operation retrofit or if an expansion is planned, then consider:

#12 If a redevelopment or renovation concept or plan does not exist for the site, then skip ahead to #20.

#13 If existing buildings or structures are to be demolished as part of a redevelopment plan, then consider:

#14 If there are soil impacts beneath the known or potential building footprints, then consider:

#15 If construction or renovation is planned, then consider smart building practices that involve resource and energy conservation, limited/no toxic material or optimizing the working environment:

#16 If property management is under consideration, then consider integrating environmentally friendly office or property management techniques:

#17 If stormwater management is required at the site or the developer is interested in on-site management of stormwater to prevent adverse impacts to nearby water bodies and to enhance on-site habitat, then consider:

#18 If the potential for creating green space at the site (i.e., space devoted primarily to horticultural or native habitat) exists at the site, then consider:

#19 If site operations include manufacturing processes and procedures, then consider process designs that result in superior performance or enhanced environmental outcomes:

#20 If some Options appear promising for your specific site, then go to Step 2 in the Toolkit.

#21 If none of the Options appear promising for your specific site, then the site conditions or circumstances are not favorable for enhanced opportunities for P2 or sustainable activities at this time. Monitor site developments and reassess P2/S opportunities in the future.
