Comptroller’s Office reveals that 53 museums do not have a security certificate and 35 do not have an insurance policy

The Comptroller reported that detected indications of irregularities in the Ministry of Culture due to the fact that 53 museums that protect the Cultural Heritage of the Nation – out of a total of 56 – do not have the respective Technical Inspection of Security in Buildings (ITSE) certification. Likewise, 35 lack insurance policies, which causes a lack of protection and insecurity for workers and visitors, as well as the cultural property they protect.

The entity remarked that the ITSE certificate, issued by local governments, is important because it confirms that the risks and security conditions of the museum’s infrastructure or building were evaluated, the implementation of security measures that it requires and its vulnerability.

Among the museums that at the time of the control service did not have the aforementioned certificate are the National Museum of Archeology, Anthropology and History of Peru, the Pachacámac Site Museum, the Italian Art Museum, the Pucllana Site Museum, the Place of Memory, Tolerance and Social Inclusion, in Lima, as well as the Chavín National Museum (Áncash), the Archaeological Museum, Apurímac Anthropological Museum, the Julio C. Tello Museum in Paracas (Ica), among others.

The control commission received information that the Museo de Sitio de Quinua, Wari (Ayacucho), and the museums San Juan de Letrán, Nuestra Señora de la Asunción and the Lithic Museum of Pucará (Puno), among others, have certificates ITSE in process, but they did not attach documentation that corroborates that they have requested the inspections.

No insurance policy

The Comptroller He also pointed out that it was evidenced that, of the 56 museums administered by the culture Ministry, 35 are unprotected in the event of any eventuality, such as parts theft, loss, earthquake or flood, because they do not have an insurance policy.

It was detected that they do not have an insurance policy on Museum of the Nation (Lima) which puts in a situation of vulnerability, for example, the area of ​​Collections Management, which houses cultural assets from research projects, seizures and recoveries of Peruvian cultural assets recovered from abroad. This collection is miscellaneous, from works of popular, archaeological and historical artistic art from the colonial and republican period.

The “Gran Chilimasa” Site Museum of Cabeza de Vaca has a similar situation, located in the Corrales district, Tumbes, which protects and exhibits anthropomorphic ceramics, vessels with geometric designs, pots, jugs from the Inca period, but which is vulnerable due to be located in a flood zone each time the El Niño phenomenon.

Other showrooms that do not have an insurance policy or an ITSE certificate are the Royal Tombs of Sipán Museum, the National Museum of Sicán, the Huaca Rajada Site Museum, the Bruning National Archaeological Museum, (Lambayeque) the Chan Chan Site Museum (La Libertad), the Junín Regional Archaeological Museum, the Gold Room of the Municipal Museum Vicús (Piura), the Lithic Museum of Pucará (Puno), the Site Museum of the Huaca Pucllana (Lima), among others.

According to the control report, the main disaster threat is fire and seismic movements, considering that Peru is located in a very active zone of tectonic and volcanic interaction that generates conditions of high seismicity, which endangers the integrity of visitors, as well as the heritage they guard.

The Comptroller General indicated that it communicated to the head of the Ministry of Culture the existence of facts with indications of irregularities that affect the correct conservation and protection of the Cultural Heritage of the Nation with the purpose of adopting the corresponding actions in order to reverse the observations and implement the recommendations.
