Sunedu will present an amparo action against the bill that modifies the composition of the Board of Directors

The National Superintendence of Higher University Education reported that it will file an amparo action against the bill that proposes to restore the autonomy and institutionality of Peruvian universities, which modifies the composition of the Board of Directors of Sunedu, and which was approved in the first vote by the Congress of the republic.

What is Sunedu going to do? I think that today we are going to have to present an issue of protection against some projects that I think are not the most appropriate for the reform of higher education. We do not defend personal situations, all the members of this Board of Directors have a long professional career and success, so we are not looking for privileges. We are in defense of the university reform and of this institution that has to be respected in all its magnitude”pointed out at a press conference, the head of Sunedu, Oswaldo Zegarra.

Likewise, he detailed a series of actions that the Executive could take in case Congress approved said law in the second vote. “Let’s say that Congress approves it in a second vote, there are several ways that we hope it can happen. It may be that the President of the Republic and/or the Council of Ministers observe the approved projects and that is a possibility. Another possibility is that the same Council of Ministers or the president requests the opinion of the Constitutional Court because these proposals are unconstitutional.“, he pointed.

At another point, Superintendent Zegarra reiterated thatunder the misleading slogan of restoring university autonomy, Congress intends to return to an old order in which universities were licensed to act without having to account to anyone.

APPROVE LAW

The plenary session of Congress approved in the first vote the substitute text of the Education Commission that reestablishes the autonomy and institutionality of Peruvian universities. The opinion was approved with 69 votes in favor, 39 against and 2 abstentions, last Tuesday.

The initiative modifies the composition of the Board of Directors of Suneduwhich would be made up of two representatives from the state universities, one from the private ones, one from Concytec, one from Sineace, one from Minedu and another from the Council of Deans of Professional Colleges of Peru.

It is also established that the superintendent of Sunedu will be elected among its representative members.. In addition, the representatives of the universities that make up the Board of Directors will be elected in a national call by the rectors of the universities, with the term of the call for both cases being 30 business days.
